Section - 3. Team Rosters/Transactions


I. Amauter Draft

1. The draft will be a total of 10 rounds which will take place on June 1st of each year, but you may make your in-game lists at any time following the draft class reveal.

2. We will use the fictional players generated by the game--From time to time when a highly touted foreign oversees prospect comes to the MLB every effort will be made to have that player available in the following draft.

3. Owners are expected to pick within a reasonable time frame, if the commissioner deems it too long, they will invoke auto pick.

II. Trades


1. Trades are to be announced in the Trades section of the forum.

2. You may trade players, prospects and cash but must have one player on each side. .

3. A team may only acquire and send 10M in cash each season. That means a team can both acquire 10M and send 10M, but it is not to go over that limit. In addition, no trade may contain more than 2M without commish approval.

4. The trade deadline is July 31st of each sim year, however waiver deals are allowed (see waiver rules).

5. Free agents signed during the free agent period cannot be traded until June 15th of the same season - there are no restrictions on free agents signed after Opening Day.

6. All trades must contain one player. There is no trading of players for cash.

7. No draft picks may be traded.

8. Once you acquire a player with a major league contract, he must remain on your team until June 15 (if acquired before that date) or until the offseason (if acquired after that date). In other words, no flipping!

9. Acquired players are placed in the designated for assignment (DFA) box. This means you have approximately one sim to call them up, assign them to the minors (if they have options), or put them on waivers (if they are out of options). Leaving a player in the DFA box too long causes the sim to be halted. Any owners not exporting changes when players are DFA will be given one warning, and then fined 1M for each player needing to be moved by the commissioner.

10. The UBL has adopted the 8/4 rule, a variation of MLB's 10/5 rule. Any player with 8 years of MLB experience, and 4 with the same team has a "no-trade" clause. The only way an 8/4 player can be traded is either to his home region (Commissioner's discretion on reasonable distance, but mainly bordering states). A player may be traded outside his home region if he has a desire to play for a winner (play for winner >7). In that case, the player may be traded to any team within 8 games of a playoff spot OR over .500 winning percentage.

A player born in HI, AK, Mexico, or Central America can be dealt anywhere unless his play for winner is high (>7), in which case the above scenario is followed.

11. Any owner who posts in another GM’s trade thread before it’s confirmed by both owners will be fined 5 million.


III. In Season Free Agent Signings


1. Free Agent Signings may take place at any point during the season.

2. Contracts must meet the same guidelines as offseason and extension offers.

3. Owners sign free agents in-game

4. A team may sign no more than 3 players per sim.

5. Any team signing more than 3 players in a sim will be fined 1M for the first offense, and 2M thereafter. You will also lose the extra players at your expense, and at commissioner discretion.



IV. Other roster rules

 

1. A player may play a position in the major leagues that he is not rated for. Keep in mind that v9 offers severe penalties for this and it will be monitored by the league office to ensure competitive balance in maintained.

2. Teams are allowed a maximum of 25 players at each level except in September when active rosters are extended to 40.

3. A player with a team option should have the team owner refuse or accept the team option for next season and also post in the message forums whether or not you’re accepting or declining the option year in case your export doesn’t go through.

4. When offering a player a free agent contract or a contract extension there can be no bonuses over $1 million dollars and no bonuses for a milestone that a player hasn’t reached in 5 seasons.

5.  No contract may be have seasons that differ by 60% from any other season (For Example:  If a player has a base salary of 1 million, the lowest you can offer for that player in any other year is 610K.)

6. Owners who have players on the DL for extended periods of time after they’re fully healed will see the player released and the owner will be fined 1 million dollars for each player.

V. Rule V Draft:

Each season teams are expected to protect members of their organization for the Rule V Draft.  Players that are selected must stay on the active roster all season long.  If an owner decides he doesn’t want the player he selected he must put the player through waivers, if no one claims that player it’s the owners responsibility to either demote him to the minors or give the player his outright release.

VI. Waivers

1. If you see a player that you like on waivers and decide to make a claim on that player make sure you keep an eye on your DFA tab in the game as OOTP 9 will automatically release the player if he is left in DFA and has no days remaining.

2. Waiver claims are decided by worst overall record, not by league.
